Cardfight!! Vanguard Wiki

I thought of re-posting this question from a post I made at Bushiroad.fm since I didn't get any answers there (yet) and wondering what you guys would think about what was said in there.  I'm probably being a donkey for bringing this up but I just really want to know some more aspects about contributing artworks, especially to the aspects that I haven't (fully) grasp yet.  Here goes:

Hi there, Bushiroad and/or anyone reading this post. I'm really wondering about the artworks that are being contributed to "Cardfight!! Vanguard", "Future Card Buddyfight" and "Weiss Schwartz", even now (as of August 26, 2015). Do the R&D (Research & Design/Development) teams for those card games hire or commission freelance artists to create the artworks? Especially, when the artists are trying to go by the descriptions given to them of the particular cards that are being developed. If a freelance artist were to be hired or commissioned by the R&D teams, what would the latter expect out of the former with their art portfolio? Would the whole "Quality/Quantity" part make things complicated on both sides? Maybe I'm over-thinking/thinking too hard about all this but I'm still wondering about how artworks by freelance artist are being accepted into those card games. Don't get me wrong, there are some cards out there that I enjoy and the artwork also helping with that. A couple of artist I could list here, so far, are 木村樹崇 (Shigetaka Kimura) and 樹人 (Kito) for CFV.
